Abstract Maintains that libraries of the 21st century are undergoing a dynamic phase of transformation. Four key issues – quality, service, innovation and productivity facing other organizations are equally applicable to libraries. To meet the demands of these issues, an organization has to maintain balance between technology, management and leadership. Leadership is very crucial to the effective management of libraries. Deals with five fundamental elements of leadership. They are:- vision, mission, values, environment and behaviour. Describes theories and styles of leadership, Explains leadership skills under six broad groups. These include formulation of vision, mission and value statements; communications skills; team building skills; initiative and innovative spirit; motivation and feedback skills; and positive attitude.3
