Abstract This paper presents the results of the research conducted at the Department of Library and Information Science, University of Madras sponsored by the University Grants Commission under the Minor Research Projects grants. An overview of Public Libraries in Tamilnadu is outlined. The emergence of Circle Libraries in Chennai established by the Department of Public Libraries, Government of Tamilnadu is presented. Survey the non-users of one of the Circle Libraries of Chennai located at the Adyar, Gandhi Nagar. A total of 112 non-users were surveyed and the reasons for the non-use of the library were analyzed statistically using Chi-square and Cluster Analysis. Users expectations and information requirements are also solicited. Suggestions for the improvement of library services are given.
